Some nasty disease is afflicting England:

So far 161 people in the UK have succumbed to the incurable infection which slowly destroys the brain and leads to death.

It can be passed by blood transfusions. The answer? Screen donors. But that might be a problem:

Drug companies are racing to develop a screening test which could be used for blood donors to detect the presence of the disease before symptoms develop. However, this would raise ethical problems over the detection of a condition for the protection of others but which has no treatment.

Ethical problem? We're afraid we might stigmatize the sufferers? Sheer madness.
