Tent City  
  
A friend sent us [**this 2004 story**](http://www.fenrir.com/free%5Fstuff/columns/callcops/ctc-268.htm?ref=thedailyeudemon.com) about Sheriff Joe Arpaio's jail creation, "Tent City." We'd heard of it, but didn't know any details. Sounds like a neat set up, though we wonder if some might think it borders on torture, a risky thing in this Abu Ghraib environment.
