When bad conduct isn't discouraged, it's encouraged:

[New York] City Department of Education figures obtained and released yesterday by an AIDS advocacy group show that 167 of the city's 379 high schools have ordered 310 cases of condoms in the last year and a half.
That's roughly one condom for every public high-school student in the city – even though the remaining 212 schools ordered none of the contraceptives during the same time period.
Leading the pack of condom collectors were Fort Hamilton HS and the School for Human Rights, which each bought 10 boxes containing 1,000 condoms apiece.
The purchases work out to roughly 21/2 condoms per student at Fort Hamilton and a whopping 33 condoms per student at Human Rights, a new school in East Flatbush for grades 6 through 12 with about 300 kids. . .
"I've gone to the nurse's office with a headache and they handed me a condom," said MLK junior Taylor Hamilton, 16. "You don't even have to ask. They're just there."
