The more he read about history, for example, the more he noticed that, as he later put it, “the State is the poorest instrument imaginable for improving human society”; it is “slow, extravagant, inefficient, wasteful, unadaptive, stupid, and at least by tendency corrupt,” so that “confidence in political institutions and political nostrums is ludicrously misplaced.”
