Sebelius orchestrates media event, visits a healthcare navigator location. The healthcare site crashes while she's there. Excerpt: "At a second table, the secretary met Carmen Salero who was trying to sign up online. As the secretary and Salero made small talk, CBS4”²s Brian Andrews noticed the site crash on the lap top in front of them. 'The screen says I'm sorry but the system is temporarily down,' Andrews pointed out."
I've speculated that Obamacare is unconstitutional on grounds that it can't be implemented. If Congress were to pass a law that requires every American to fly to Mars, I'm guessing the Supreme Court would strike it down on grounds that it's not possible. The exchanges, I'm led to believe, are the lynchpin of Obamacare. If they're not implemented, is the law even functional, and if it's not functional, is it enforceable?
I honestly don't know the answer to the question, but I gotta believe there's some precedent out there.
Then again, maybe not.
Aquinas pointed out that a law that isn't enforced is no law at all. Did he say anything about a law that can't be implemented in the first place?
